Hi michael, sadly the 3gs isn't capable of running ios 7. below is a current list i believe of the devices that are compatible with ios 7. iphone 4. The only way you can get ios 7 is by getting the ios 7 theme if you like how it looks.ios 7 theme from cydia or any other theme won't include ios 7 animations or features just the look.search on cydia ios 7 theme and youll see from there. the source is modmyi.com which is preinstalled on cydia.. I love whited00r 7 ,all features and theme are so cool!! but i am using 3gs now...thinking about it i decided create ios 7 for iphone 3gs!! all themes and custom ipsw that other person created dont feel me glad.
